That's Uncle Ho (seriously, that's what they call him) in front of the People's Committee Hall, formerly called City Hall on the street named Le Thanh Ton in District 1 of Saigon.I was walking about 8-10 blocks from my hotel to the SEAMEO offices today for a short meeting and strolled right past this beautiful building. As you can imagine, this is one of the most photographed spots in the city.
